Division 2 athletics better in High School?

Looking at Texas Relay Results seems so. What gives?

I imagine you're simply looking at seeded sections and the better people are in the second group.

you would think larger school more chance to find better talent right?

Per Texas Relays policy, Division I is for schools in UIL classes 1A, 2A, and 3A. Division II is for the larger schools, which includes those in classes 4A and 5A.

Obviously, large schools have a better chance of fielding quality relay teams but not necessarily better individuals..
