Definitely Quebec City. I had a great time there with my family a few years ago. I would highly recommend it, along with Montreal.

I think that Key West is the southernmost point of the continental US, but I'm not sure where the Tropic of Cancer ends. I'll guess, yes, Key West is south of that.
