I'm pretty sure I know what the fastest time is for women (see below), but not sure about men...any help? I've tried to find a list of US all-time performances, but the deepest I could find were the top 10 lists on the T&FN website and none were Indiana HS grads.
62:20 - Fasil Bizuneh - Ben Davis '98 - New Balance - USATF Half Marathon Championships, TX '07
70:09 - Amy Yoder Begley - East Noble '96 - Nike - IAAF World Half Marathon Championships, GBR '09
I don't have complete lists at hand, but a quick look at all-athletics.com's list, which goes to 1:02:00, and Association of Road Racing Statisticians' list (arrs.net), which goes to 1:02:16 shows no Indiana-born/HS athletes that I can identify on either. So, Bizuneh's is probably the fastest.
(Ditto for Yoder-Begley -- I don't think any faster than her were/are from Indiana high school backgrounds.)
ps. re Bob Kennedy -- no 1/2 marathons listed on any of his profiles; and in any case, he graduated from HS in Ohio.

Thanks for the ARRS link! Stan Mavis (1:02:16, a former AR, but now only 50th on the list) is a graduate of Greensburg HS in Indiana, so that gives him the alumni best instead of Bizuneh:
