Yes, apparently they measured from a mark well behind the mark Delis's disc left.

I think the Soviets demanded to have no IAAF officials on the field and they got their way.

I can only recall that it was a few years after Moscow. I vaguely remember some pressure from Australia due to the Campbell situation but I don't know if this was cause and effect because the IAAF had a cleanout of similar odd rules (..that make us look stupid) in the 80's and it may have happened because of that.

The sleeping leg violation was in the rule book until January 1, 1988.
