Newt Gingrich, Tom Delay, David Vitter and John Ensign would beg to differ. Furthermore, Mark Foley and Larry Craig have insured that Barney Frank doesn't have a monopoly on that other type of action.

But at least those were domestic affairs. This, like other American jobs has moved overseas. Sigh.
