I believe diuretics can be used as masking agents, which I think is why they're banned.

Perhaps for this purpose we can use the Wikipedia entry for this drug, which states in part, as tandfman has pointed out,
"Along with some other diuretics, furosemide is also included on the World Anti-Doping Agency's banned drug list due to its alleged use as a masking agent for other drugs."
