Free Speech vs. Hate Speech

Since the USA does NOT guarantee 'free speech' (you can't tell 'FIRE' in a crowded theater nor do we condone child porn), where IS the line to be drawn on so-called 'hate speech', i.e., Nazi/KKK propaganda?
