I think Mark's point is that the journalists wrote it isn't banned, assuming this is the case since it's not on the list. Clearly a wrong assumption. There are classes of drugs that are banned. It does not have to be specifically on the list if it has the same pharmaceutical properties.

And you're right about the modafinil here is a quote from IAAF at the time.

According to the IAAF, modafinil is not listed in a book of banned substances, but is considered a "related substance." From Source
