Should Steve Ovett have been disqualified in 1980

In the final of the 800 meters at the Moscow Olympics in 1980 Ovett twice got use of his arms to get through the field in an irregular way, I think:

1) he push Andreas Busse of GDR out of balance 150 meters in the race

2) he use both his arms to get in between Andreas Busse and Nicholay Kirov of URS at about 350 meters in the race.

Did GDR or URS make a protest against GB and Ovett?

here are the footage from the race

the official olympic movies didn't show the pushes at all:

That is a tough call but the bigger question ... how in the house of lords name did Coe allow himself to run 3/4 of the race from the rear AND in lane 3 :?

Ovett was lucky that Busse stayed on his feet in the first push and he was lucky that Busse didn't clashed into the runner who came from behind!

to my mind Ovett didn't need the push at all: he and Coe was much better runners than the others, but maybe his nerves running against Coe played a great part here!

also I think he was lucky that he didn't get a disqualification.

Ovett and Coe may have been better runners than the rest, but that doesn't mean they weren't wary of the field. Remember that they'd both been surprised when the unknown (to them) Olaf Beyer blasted past them in the homestretch to win the 1978 Euros.
