this was a dumb question so I'll just answer it myself.. Somewhere buried in an old T&FN article about the race the starter is named as ( no first name), just " Herr Kern." Sorry for such a silly question, I will do better in the future.

Phew...thanks for putting me out of my misery. After Sonja Henie and Konrad Adenauer, I would have completely run out of guesses!
