Alright, factoring the wind and the altitude of the geographical area, is it possible for 9.65sec to become reality? If so, who right now could post it; Gatlin, Green, Drummond, Capel, Bernard Williams, J.J. Johnson, ect...? Of course I only named American athletes, but you all can choose any international phenom you want.

A wind speed of 2.0m/s in Bogota would give an advantage of about 0.14s -- so, someone would have to be chalk up a 9.79 at sea level.
Thus, they'd probably be destined for a WR anyway!
