new requirements for high school PV pits/standards

I saw a squib in the morning paper where the national HS federation has stiffened up the requirements for the landing pit to be farther forward vis a vis the slot ? Will this mean all schools will have to buy all new pits or have the manufacturers of these landing pits come up with , or will come up with, "addendums" that schools can just now add in the front ?

For pole vault, the rule change is now that the standards can be no closer than 15 inches. The previous rule was 12 inches. This is similar to the rule change the NCAA adopted this year.

Nobody will have to buy any new equipment.

The pit rule change was LAST year - making the pit deeper and wider - I have not heard the 15" rule - is that for real? - where is that written?
