I don't believe these small development meets in Jamaica have much of an sizeable budget much less a significant appearance fee.

I would be seriously surprised if there is any appearance fee for anybody running anything in Jamaica (except the International Invitational in May).

There's two things about Bolt and the 400m.
First, does he have the mental toughness to train and race the 400m at the top level?
Secondly, can he get his head around the fact that 400m is where he's got to go if he is going to leapfrog over Nurmi, Zatopek, Geb, and few others, and be considered the greatest runner in history.
What the Bolt legacy needs is really drama, and the 400m will attract that in bucket loads!

and it sounds as if they had a tough time coming up with money to pay much for the Kingston meet this year.

Was a mighty struggle. Economy is stagnating a lot, especially over the last year or so.

bolt
* is now specifically a short sprint man, not long.
* looked like he was running 800m with has cadence.
* can't run the stretch- he's gassed in a 46x - not classy
* is obviously not the same athlete that ran 45x as a junior. mentally or physically.
* will need a total overhaul in his training to go 44 low let alone the superstar 43X.
* will have to lose 10 kg and be able to still go 19.5ish 200m if he wants the 400m record

we won't see bolt at 400m unless blake is constantly a meter or so in the short sprints.
