Are your armchair ideals of what constitutes “proper” effort really offended by the two fastest men in history at 100 and 200 using a low-key meet to get some over-distance work in?

If it's (a) and they simply blow off the race by jogging, it seems like that's a slap in the face to the meet promoters. If it's (b) and they don't really push it, why enter the race at all? Do repeat 400s in your workout.
