Texas vs California High School Track

I wonder if Texas track times would be better
if they had their state meet in June (like Cal)
instead of May ever year. The x'tra month would
help, but it is so hot in Austin in the month
of June

Maybe better sprint times, but also increased incidences of heat stroke and death among distance runners. If the timing of Texas state were to change, I would want it earlier, not later. Just standing on the infield getting interviews or sitting in the stands nearly kills me. I can't imagine having to run a mile or 2M in mid-day heat. (The year I ran at state, I was fortunate enough to have both races in the evening.)

Most, not all, Texas school districts are out for the summer by now. Having the State Meet in June is an impossibilty. Heck, getting more than 8 to the meet is impossible.

No, it's not an impossibility, just a bad idea. The state baseball tournament is held after the school year is over (first weekend in June).
